연구 목적 및 필요성
○정부는 「방송산업발전 종합계획(’13. 12월)」의 비전을 “방송산업을 통한 창조경제와 국민행복 구현”으로 설정하고, 5대전략 및 19개 정책과제를 제시
○새로운 시장 창출을 위한 기술 발전을 적극 수용하는 스마트미디어 육성을 5대 전략 중 하나로 포함
※ 5대 전략: 1. 방송산업 규제혁신, 2. 방송콘텐츠 시장 활성화, 3. 스마트미디어 산업 육성, 4. 차세대 방송 인프라 구축, 5. 글로벌시장 진출 확대
○본 보고서는 세계 최고의 ICT 기반을 활용하여 스마트미디어 산업에 혁신과 경쟁을 촉진할 수 있는 개방 ‧ 협력의 생태계 구축 및 다양한 비즈니스 모델을 창출할 수 있는 종합 전략 수립을 목표로 함
○「방송산업발전 종합계획(’13. 12월)」의 후속조치 일환으로 동 계획을 부처합동(미래부, 방통위, 문체부, 중기청)으로 수립 ‧ 추진하는데 도움을 주고자 함

연구의 구성 및 범위
○본 연구의 범위와 주요내용은 다음과 같음
- 첫째, 스마트미디어 시대가 도래하게 된 배경을 이용자 측면, 산업구조 변화의 측면, 미디어 ․ 통신기술 발전의 측면에서 분석
- 둘째, 스마트미디어에 대한 산업 육성 전략을 정부차원에서 추진해야 하는 배경을 살펴봄
- 셋째, 스마트미디어 산업에 대한 동향을 다각도로 분석
- 넷째, 이 분석을 기반으로 우리가 추진해야 할 스마트미디어 산업의 비전 및 목표를 설정
- 다섯째, 이 목표를 달성하기 위한 5대 전략과 18개 과제를 제시
- 여섯째, 정부가 이 과제를 성공적으로 추진할 경우 얻을 수 있는 기대효과를 예시
