2. 연구 목적 및 필요성
◦(미디어 다양성의 중요성) 개인 또는 집단의 정치 ․ 경제 ․ 사회 ․ 문화적 의견을 형성하는 힘(opinion performing power)을 가진 미디어가 다양해야 우리 사회의 다양한 가치(민주주의, 소수자 등)가 확보될 수 있음
※ 미디어의 의견형성력은 사회적으로 합의된 일종의 전제(assumption)로, 대부분의 나라에서 미디어 규제의 이론적 근거로 사용됨
◦(정책적 요구) 미디어 다양성이 중요한 것이라는 사회적 합의를 기초로, 미디어 다양성 관련 정책의 중요성 높아짐. 실제로 방송법상의 많은 규제들이 다양성을 확보하기 위한 규제임을 유추할 수 있음
- (구조규제) 미디어가 가지는 의견형성력의 집중을 제한하기 위한 소유 규제(시청점유율 규제 포함)는 미디어 다양성 정책의 대표 사례
- (행위규제) 채널구성의 다양성을 보장하기 위한 채널구성 규제, 프로그램 편성의 다양성을 보장하기 위한 프로그램 편성 규제, 다양한 내용의 방송을 보장하기 위한 프로그램 내용 심의 규제 등이 있음
◦(개념의 모호성) 하지만, 우리 방송법은 미디어 다양성에 대해 정확하게 개념을 정의하고 있지 않음
3. 연구의 구성 및 범위
◦제1장은 본 연구의 배경 및 목적, 전체 보고서의 구성 및 내용, 그리고 연구 방법을, 제2장은 미디어 다양성의 중요성, 미디어 다양성의 개념, 미디어 다양성의 측정기준, 미디어 다양성의 측정도구(tool) 등과 관련한 학술적 논의를, 제3장은 미디어 다양성 측정의 정책적 적용 사례를, 제4장은 국내 미디어 다양성 측정을 위한 모델을 제시하고, 이에 따른 약간의 시뮬레이션을, 제5장은 결론(정책적 제안, 기대효과 및 한계) 제안
