Ⅰ. 통신시장 경쟁상황 평가(2014년도)
1. 유선전화 시장
(시장개황) ’13년 말 가입자 수는 3,024만명으로 전년대비 0.8% 증가하였으나, 소매 매출액은 2조 8,026억원으로 전년대비 8.6% 감소
※ ’14년 상반기 인터넷전화 가입자도 감소하여, 유선전화 전체 가입자가 감소추세로 전환
(시장획정) 시내전화.시외전화.인터넷전화를 포괄하여 유선전화 시장으로 획정
(평가결과) 비경쟁적 시장(시장 지배적 사업자 존재)으로 판단
-(시장점유율) KT의 ’13년 점유율이 매출액 기준 65.5%, 가입자 기준 59.1%로 ‘경쟁이 미흡’한 시장으로 추정
-(시장구조) 1위 사업자 점유율이 지속 하락 추세이나, 여전히 높은 수준이며 고비용 지역에서의 경쟁 미흡
※ ’13년 말 KT 가입자 점유율: (전국) 59.1%, (광역시) 54.1%, (비광역시) 64.1%
-(시장성과) 낮은 수익성 및 요금수준 등 시장성과가 양호하나, 낮은 수익성은 유선전화 시장 내 경쟁에 의한 것이라기보다는 이동전화 등 타 서비스로의 대체 등 시장 축소에 기인
※ ’13년 유선전화 소매 매출액은 이동전화의 13.3% 수준이며, 발신 통화량은 39.2% 수준
-(이용자 대응력) 번호이동성 시행으로 후발사업자 커버리지 내에서의 전환장벽이 상당부분 해소되었으나, 후발사업자 커버리지 밖 고비용 지역에서의 전환장벽 존재
-(사업자 행위) 제한적인 요금경쟁이 전개되고, 품질 등 비가격 경쟁은 비교적 양호하나, KT와 후발사업자간 커버리지 격차 존재
-(경쟁상황 평가 종합) 여전히 높은 점유율, 유선 가입자망의 필수성과 고비용 지역 에서의 경쟁 미흡, 진입장벽이 높은 시내전화 가입자 수 우위 등을 고려하여 비경쟁적 시장으로 판단

2. 이동통신 시장
(시장개황) ’13년 말 가입자 수는 5,468만명으로 전년대비 4.5% 증가하였으며, 소매 매출액은 21조 304억원으로 전년대비 6.1% 증가
(시장획정) 기술방식 및 단말유형에 관계없이 이동전화 접속 및 음성통화.문자.모바일 인터넷을 포괄하여 이동통신 시장으로 획정
(평가결과) 비경쟁적 시장(시장 지배적 사업자 존재)으로 판단
-(시장점유율) SKT의 ’13년 점유율이 매출액 기준 51.0%, 가입자 기준 48.1%로 ‘경쟁이 미흡’한 시장으로 추정
-(시장구조) 전체 시장 점유율과 달리, SKT의 LTE 부문 점유율은 50% 미만이나, 경쟁기간이 짧아 지속적 모니터링 필요
※ SKT의 ’13년 LTE 부문 점유율: (매출액 기준) 47.6%, (가입자 기준) 47.2%
(진입장벽) 제4이통 신규 진입을 위한 주파수 대역폭이 확보되어 주파수 제약에 따른 진입장벽은 해소되었으나, 안정적 시장진입을 위한 자금력 확보가 실질적 진입장벽으로 작용
(알뜰폰) 알뜰폰 가입자 점유율이 증가 추세이나, 시장포화 및 MNO의 보조금 경쟁에 따라 선불제, 음성 및 저가단말 중심으로 경쟁이 국한
-(시장성과) 1위 사업자와 2, 3위 사업자간 수익성(영업이익) 격차가 크며, 이는 투자 및 요금인하 여력 등에 장기적으로 영향을 미칠 수 있으므로 사업자간 대등한 경쟁을 제약하는 요인으로 작용할 수 있음
※ ’13년 영업이익: (SKT) 2조 5,729억원, (KT) 7,486억원, (LGU+) -3,763억원
-(사업자 행위) 전체 이용자에게 혜택이 돌아가는 요금경쟁 대신 특정 이용자에게만 혜택이 돌아가며 가입자 빼앗기를 통한 점유율 유지에 유리한 마케팅 경쟁에 치중
※ ’13년 마케팅비: (SKT) 3조 4,280억원, (KT) 2조 6,811억원, (LGU+) 1조 8,362억원
※ ’13년 소매 매출액 대비 마케팅비 비중: (SKT) 32.0%, (KT) 45.6%, (LGU+) 44.0%
