본 보고서는 신성장 동력으로서 스마트미디어 산업 활성화를 위한 제도적 뒷받침이 요구되는 시점에서, 향후 직접적인 경쟁관계가 형성될 수 있는 방송매체와의 관계를 중심으로 시장상황을 분석하고, 이를 이후에 스마트미디어에 대한 합리적 규제 수준을 정할 때 참고할 수 있도록 하기 위한 사전 연구의 성격을 갖고 있다. 이를 위해 스마트미디어가 방송과 어떤 경쟁관계를 형성하게 될 것인지를 분석하고, 시장 현황 파악에 필요한 관련 자료의 목록을 제안하는 것을 연구 목적으로 하고 있다.
주된 연구내용으로는 국내외 스마트미디어의 현황을 방송과 가장 유사한 OTT 비디오 서비스를 중심으로 살펴보고, 방송과 스마트미디어 간의 경쟁관계를 이용자 설문조사를 통해 조사해 보았다. 또한 경쟁정책 측면에서 시장획정은 어떻게 해 나갈 수 있는지를 사전적으로 탐색해 보았다.
그 결과 아직은 스마트미디어와 방송과의 대체관계 혹은 보완관계가 뚜렷하지 않으나, 장기적으로는 대체관계가 될 잠재력이 있음을 알게 되었고, 시장획정은 방송과 유사한 서비스부터 단계적으로 해 나갈 필요가 있다는 결론을 얻었다.
본 연구는 스마트미디어와 방송이 어떤 경쟁관계를 형성하게 될 것인지를 본격적으로 연구한 선구적 시도로서 이용자 조사를 통해 실제 방송서비스와의 대체관계 가능성을 조사했다는 점에서 의미가 있으며, 향후 더 많은 연구와 정책적 활용을 위한 기반이 될 것으로 기대한다.
