1. 제 목
소출력 DMB 지역한정 방송도입을 위한 연구
2. 연구 목적 및 필요성
소출력 DMB는 Wibro나 LTE와 같은 전국 단위의 유료 모바일 매체와 달리 지상파 무료 방송이라는 차별성을 가지고 있다. 이를 활용하여 경제적 및 사회 ․ 문화적 발전에 기여할수 있을 것이다. 본 연구의 목적은 첫째, 지상파 DMB 서비스의 문제점을 분석하여 활성화 방안을 제시하는 것이다. 둘째, 지상파 DMB 서비스와 기술적 특성이 유사하지만 아직 도입되지 않은 소출력 DMB 서비스의 개념 및 기술적 특성과 도입 타당성을 살펴보고 도입 방안 및 관리 방안을 분석하여 제시하는 것이다.
3. 연구의 구성 및 범위
본 연구에서는 소출력 DMB의 개념 및 기술적 특성을 분석하고, 소출력 DMB 도입의 타당성 및 향후 도입 방안을 제시하였다. 이를 위해 현재의 지상파 DMB 시장 현황을 분석하여 지상파 DMB 활성화 방안을 연구하였고, 소출력 DMB와 경쟁서비스가 될 것으로 예상되는 모바일 TV와 OTT 서비스의 현황에 대하여 분석하였다. 또한 소출력 DMB의 장단점을 분석하였으며 소출력 DMB에서의 재난 방송 구현 방안을 검토하였다. 소출력 DMB 도입을 위한 제도적 방안을 대안별로 분석하였다. 소출력 DMB와 유사한 방송서비스를 운영중인 일본, 영국, 미국의 사례를 심도있게 분석하였다. 특히, 모바일 소출력 TV 방송인 일본의 Area Oneseg 서비스를 매우 자세하게 분석하였으며, 우리나라의 지역공동체라디오와 유사한 일본의 커뮤니티방송에 대해서도 분석하여 Area Oneseg와 비교하였다.
4. 연구 내용 및 결과
지상파 DMB(Terrestrial Digital Multimedia Broadcasting)는 지상파 방송의 이동수신을 목적으로 도입된 멀티미디어 방송을 말한다. 소출력 DMB는 지상파 DMB의 유휴대역을 활용하여 대학, 공항, 지역축제, 경기장, 대형쇼핑몰 및 놀이공원 등 특정지역에서 소출력으로 방송하는 DMB서비스로 정의할 수 있다. 현재 방송법상에는 소출력 DMB에 대한 개념이나 법적 지위가 없는 상황이다. 그러나 현행 방송법으로 해석하여 보면 소출력 DMB는 지상파 DMB와 같은 지위에 해당이 된다.
지상파계열 DMB의 방송사업매출액은 2008년 68억 원에서 2012년 61억 원으로 7억 원(약 10.3%) 감소하였으며, 비지상파계열DMB 사업자들의 경우에는 방송사업매출액이 2008년 160억 원에서 2013년 95억 원으로 대폭(40.6%) 감소한 것으로 나타났다. 지상파 DMB 서비스 시장을 활성화 하기 위해서는 현재의 320×240 화질을 4배 수준인 640×480 수준까지 높이는 것이 필요하다. 현재는 비지상파 DMB 사업자의 방송사업 매출액 중 절반 이상이 광고매출액으로 구성되어 있다. 따라서 이를 다양화할 필요가 있다. 본 연구의 주제인 소출력 DMB 서비스도 그 대안중 하나가 될 수 있다.
소출력 DMB는 재난 및 음영지역의 방송서비스 제공, 지역 행사 방송 제공, 지상파 DMB 서비스의 활성화를 위해서 도입이 필요하다. 구체적으로, 진입장벽을 낮추어 많은 주체들이 참여하도록 하기 위하여 신고제로 도입하고 신고 관련 업무를 단일 위탁기관을 지정하여 처리하는 방안이 타당하다. 그리고 관리 기관은 주기적으로 서비스 및 신고 현황을 방송통신위원회에 보고토록 하여야 한다.
5. 정책적 활용 내용
본 연구에서는 지상파 DMB의 활성화 방안과 소출력 DMB 도입 방안 및 관리 방안을 제시하였다. 본 연구에서 제안한 방안들이 향후 지상파 DMB 활성화 및 소출력 DMB 도입을 위한 제도 구축에 있어서 참고자료로 활용될 것으로 기대된다.
6. 기대효과
본 연구의 결과가 지상파 DMB 서비스 활성화와 소출력 DMB 방송 도입에 기반을 제공하여 방송의 다양성 및 지역성 구현에 기여할 것으로 기대된다.
