2. 연구의 목적 및 필요성
최근 재난안전과 관련된 환경의 변화는 여러 가지 측면에서 복합화되고 다변화되고 있다. 예를 들어 사회 ․ 경제 환경 측면에서는 고령화 등으로 안전 취약계층 증가 및 안전수요가 증대하고 있으며, 산업구조 및 기술수준 변화로 복합적 재난 증가, 사이버테러 등 신종 재난이 발생하고 있다. 이러한 재난안전 여건 및 환경 변화에 따라 재난안전 정책은 중앙과 지방 간, 지방정부 간, 민간과 정부 간 재난안전관리의 협력적 거버넌스 확충, 국가간 공동대응과 국제기구를 통한 적극적 대응 추진의 필요성이 증대되고 있다.
본 연구는 재난안전 관련 정책 환경이 다변화하고 있는 가운데 국가 재난안전대응체계의 혁신 및 선진화된 재난안전대응시스템 구축에 대한 사회적 요구에 대하여 ICT 신기술과 인문사회적 분석에 의한 사회안전 네트워크 구축 방안을 중장기적으로 모색한다. 특히 사회적 위험과 국가 재난을 위험철학(philosophy of risk)의 프레임워크을 이용해서 성찰적으로 재조명하여 사회안전 네트워크 구축에 반영하고자 한다. 또한 지난 세기말부터 논의되기 시작한 위험사회론의 관점에서 우리 사회의 안전문제를 논의하고 ‘성찰적 근대화’를 추구하는 시민 참여를 모색한다.

3. 연구의 구성 및 범위
재난안전 환경의 변화와 국내 재난안전 대응체계를 살펴보고 문제점을 파악한다. 재난안전에서 ICT의 역할 변화 및 주요 요구사항을 분석한다. 최근의 위험철학에 대한 논의를 검토하여 위험철학의 프레임워크를 수립하고 그 중에서도 향후 정책적인 논의가 활성화될 ‘위험분배의 공정성’을 집중적으로 논한다. 위험사회론의 철학적 배경을 검토하고 이것이 사회안전 네트워크에 주는 의미를 논한다. 1980년대부터 최근까지 국내에서 발생한 주요 재난사고 사례들을 분석하고 그 특징들을 논한다. 끝으로 사회안전 네트워크의 개념을 제시하고 이를 구축하기 위한 과제들을 제시한다. 그 주요 과제들 중 인프라에 해당하는 ‘지리적 위기/위험 정보 시스템’의 단계별 구축방안과 사물인터넷, 빅데이터 등을 활용한 사회안전 네트워크 구축 활성화 방안을 제시한다. 또한 사회안전 네트워크를 통한 사회적 위험관리의 공정성 확보방안을 논한다.
