Scheduled to Transfer Operating Rights of TEIN3(2008 - 2012) to Asia

Dr. Bohyun Seo and Dr. Byungkyu Kim of the Korea Information Society Development Institute(KISDI) attended the 11th Trans-Eurasia Information Network(TEIN)2 Technical Committee Meeting held in Hong Kong From Oct 30 through to Nov 2 to discuss future development plans for TEIN2 and TEIN3.

The meeting made discussion on continuity of the meeting after the TEIN2 and mid-and long-term plans after the 1st TEIN2 NOC Meeting, TEIN2 interim assessment conducted by EC and the TEIN3.

The European Commission(EC), member countries of DANTE(Delivery of Advanced Network Technology to Europe) and European participants of the TEIN2 have long taken the position that Asia will take over operating rights of TEIN3(which is scheduled to launch between 2008 and 2012). Asian countries including Japan, China, Australia and Singapore as well as South Korea have analyzed various possible options through activities of TEIN3 Task Force Team (TFT) in APAN (Asia Pacific Advanced Network) in Which KISDI has played a key role, and called for the establishment of TEIN3 consortium through the further development of the current TEIN2 Technical Committee.

European countries including DANTE and TEIN2 partners in Asia have agreed on proposals from Asian countries to set up a TEIN management body in Asia to transfer operating rights of TEIN3 in the future. As part of this effort, they founded TEIN Organization TFT under the umbrella of TEIN2 Technical Committee. It will invite Byungkyu Kim of KISDI, DANTE, implementing organization for TEIN2, Dany Vandromme, director of RENATER and Chalermpol Charnsripinyo, manager of ThaiREN in Thailand to the TFT and plans to write a proposal for the establishment of TEIN organization until mid-2007.

The soon to be established TEIN Organization will be an international organization that governs policies and operations relating to international research networks, which is significant in that it will become the first institution set up in Asia similar to DANTE in Characteristics.

The 1st TEIN2 NOC meeting ensued, featuring presentations regarding current operations of KOREN in Korea and NREN in each Asian country before discussing ways of cooperation. Chronic problems with routing between international research networks have been improved. Also participants have agreed to complement deficiency through holding regular meetings.

On November 2, the final day of the meeting, EC conducted interim assessment of operations and application of the TEIN2 so far on a country-by-country basis. As a result, Korea was evaluated to have contributed a lot to enhancing cooperation between Asia and Europe. Meanwhile, discussions were held between Korea and Europe on mid-and long-term plans after the TEIN3 and a possible role of Korea in development process of TEIN in the future.
