The Korea Information Society Development Institute (KISDI) held the Seminar on Spectrum Allocation for New Telecommunications Service Providers at The-K Hotel in Seoul on August 18.
This Seminar was organized to seek views and opinions of various stakeholders including the government, academia, research organizations, non-government and civil organizations, telecommunications service providers as well as the public on the draft plan for spectrum allocation for new telecommunications service providers, which had been developed according to the government’s “2015 Licensing Plan for Facilities-Based Telecommunications Service Providers”.
President Kim Do-whan of KISDI made an opening speech and stressed that the Seminar would be a venue to discuss and explore the ways to allocate spectrum to the right businesses in the right time so that more benefits can be delivered to more people. The opening speech was followed by the presentation of Heo Won-seok, Director of the Spectrum Policy Division at the Ministry of Science, ICT and Future Planning, who introduced the details of the draft plan including the frequency bands to be allocated, allocation methods and requirements.
In the following panel discussion, with Prof. Kim Nam of Chungbuk National University as the moderator, Prof. Choi Yong-je of Hankuk University of Foreign Studies, Prof. Hong Een-kee of Kyung Hee University, Prof. Song Ki-hong of Dongeui Institute of Technology, Jang Yoon-sik, CEO of Woori Telecom, Jang Byung-su, Chief Technology Officer of Korea Mobile Internet (KMI), Choi Hyung-do, Director of the Electronics and Telecommunications Research Institute (ETRI), Dr. Kim Deuk-won of KISDI, Jeon Kyu-hwan, Director of the Korea Telecommunications Operators Association, and Jeong Ji-yeon, Head of the Consumers Union of Korea participated and shared their thoughts on the issue.
The Ministry of Science, ICT and Future Planning will finalize and announce the plan for spectrum allocation for new telecommunications service providers at the end of August taking consideration of the discussions made during the Seminar.
