KISDI Holds Discussion on Key Policy Agendas in the AI and Digital Sectors

The Korea Information Society Development Institute (KISDI, President Sangkyu Rhee) held a discussion on key policy agendas in the AI and digital sectors on December 18 at the Grand Hall of Walkerhill in Seoul.

The discussion reviewed policy agendas identified by KISDI across five research areas—AI industry and economics, AI social systems, telecommunications and spectrum, broadcasting and media, and international cooperation. It examined priority issues for strengthening national AI competitiveness and advancing digital ecosystem innovation and discussed policy effectiveness and implementation strategies with experts from government, academia, and industry.

In the thematic presentation session, the first presentation was delivered by SUNGOK KIM, Fellow at KISDI’s Digital Platform Economy Research Division, on global AI competition strategies and policy responses. He examined trends showing increased dependence on GPU–software stack ecosystems and presented key policy agendas including development of a hybrid semiconductor ecosystem, repositioning of CPS roles, chip–model optimization, promotion of AIaaS, and strengthened international cooperation.

HYEON SOO KIM, Director of the Digital Platform Economy Research Division at KISDI, presented on policy directions for fair competition and user protection in the AI and digital ecosystem. He examined changes in digital markets driven by the spread of generative AI and discussed policy agendas including improving monopolistic structures in platform service markets, establishing monitoring and policy feedback systems to protect AI competition, strengthening responses to illegal and harmful content and disinformation, and ensuring meaningful user choice in AI and digital services.

Jung Wook MOON, Director of the Digital Society Strategy Research Division at KISDI, presented on trust governance for an inclusive AI society. He emphasized the importance of establishing governance frameworks among government, industry, and citizens to ensure universal access to AI and responsible and safe use. He also discussed policy priorities including government efforts to build infrastructure and institutional frameworks, corporate provision of safe services and strengthened ethical governance, and enhancement of citizens’ AI capacity and rights protection.

Sunghyun NA, Director of the Telecommunications Policy Research Division at KISDI, presented on network policy directions in the AI era. He examined rising demand for high-performance networks driven by AI expansion and identified key challenges including limitations in market competition structures, delays in network advancement, and uncertainty in new revenue models. He discussed policy agendas including regulatory reform, advancement of mobile infrastructure such as 5G SA and 6G, promotion of competition and affordability, enhancement of universal access and user protection, and strengthening of telecommunications industry ecosystems.

Junseok KANG, Director of the Media Policy Research Division at KISDI, presented on policy agendas for promoting the broadcasting and media industry in the era of global OTT and AI. He examined structural challenges including OTT expansion, rising production costs, and declining profitability of domestic platforms and content. He discussed comprehensive policy agendas including reducing regulatory asymmetry, strengthening domestic platform competitiveness, enhancing production and global distribution capabilities, promoting sustainable media ecosystems, and fostering future growth through AI convergence.

Finally, JOONHO HWANG, Director of the Digital International Cooperation Research Division at KISDI, presented on policy approaches to strengthening Korea’s global standing in the AI era. He examined changes in digital technological competition and international development cooperation and discussed the need for integrated digital diplomacy strategies and advanced AI-based cooperation models. He outlined policy agendas including strengthening AI cooperation strategies and expert networks, promoting tailored cooperation with developing countries, establishing ODA performance management systems, and enhancing responses to global digital trade and standardization issues.

In the discussion session, moderated by Jung Eon Kim, Executive Vice President of KISDI, panelists including Hyesook Kim of the Korea Communications Commission, Minsu Shin (Hanyang University), Minsu Park (Sungkyunkwan University), Kyungjin Choi (Gachon University), Jongkwan Lee (Shin & Kim LLC), Jiyoon Son (Naver), Soonmin Bae (KT), and Yongseong Kang (Wisenut) participated in the discussion.
