The Korea Information Society Development Institute (KISDI, President Sangkyu Rhee), together with the Ministry of Science and ICT, held a roundtable on July 22 at Hotel Peyto in Seoul with platform companies participating in the Platform Self-Regulatory Organization, members of its advisory committee, and AI companies, including OpenAI and Anthropic.

Participating platform companies included Kakao, NOL Universe, Danggeun Market, Law&Company, Musinsa, Zigbang, and Korea Credit Data.

The roundtable was organized to discuss ways to establish a safe and sustainable environment for the use of AI in platform services as AI adoption continues to expand. Discussions focused on issues including transparency in data processing, accountability for AI-enabled services, interoperability through open standards, and the stability of AI model supply.

Participants noted that AI models are increasingly integrated into platform services. At the same time, the technical characteristics of AI make it difficult for platform operators to address certain issues independently, while changes in AI providers' policies—such as pricing, model updates, or service discontinuation—can significantly affect platform services. Against this backdrop, participants shared the view that continuous communication and cooperation between platform companies and AI providers are becoming increasingly important.

Platform companies and AI providers discussed operational challenges, including changes to AI model versions and service discontinuation without prior notice. They examined measures to improve the predictability of service environments, including sharing medium- and long-term roadmaps and discussing clearer notification guidelines. Participants also exchanged views on supporting interoperability among AI models and between domestic service providers by promoting stable open standards.

The participants shared recent examples of AI applications in platform services and discussed, at a general level, the respective responsibilities of platform operators and AI providers, including which elements each party can control and the procedures that could be used to determine responsibility and respond to issues. Discussions also covered data-related issues, including principles for AI processing of platform data and the attribution of data sources.

The participants expressed their intention to continue communication through the Platform Self-Regulatory Organization following the roundtable and agreed to continue discussions as AI-enabled services expand across platform ecosystems.

The Platform Self-Regulatory Organization was established in August 2022 as a consultative body to discuss voluntary regulatory measures that promote innovation and shared growth while strengthening the social responsibilities of platform companies. The Ministry of Science and ICT supports the operation of two working groups: Data & AI and Innovation Sharing & Governance. The organization currently includes 13 platform companies and six industry and civic organizations.

The Data & AI Working Group established the Voluntary Principles for Enhancing the Transparency of Search and Recommendation Services in 2023 and has conducted implementation reviews over the past two years (2024 and 2025). This year, the working group plans to update the principles to reflect technological developments, including the use of generative AI, conduct another implementation review, and publish a casebook highlighting implementation practices based on the findings accumulated over the past three years.

The Innovation Sharing & Governance Working Group established the Platform Corporate Governance Principles in March 2025 through consensus among participating companies after discussing governance practices that support social value. This year, the working group plans to share implementation cases from participating companies and publish a collection of best practices to support the effective application of the principles.
