The Korea Information Society Development Institute (KISDI, President Sangkyu Rhee) held the "2026 AI Research Institutes Symposium" on September 30 at 1:30 p.m. at the SKY31 Convention Auditorium. The symposium, held both online and offline, focused on "Responsible Innovation and Governance in the Era of AI Transformation."

The symposium brought together four Korean research institutes engaged in AI research: KISDI, the Korea Legislation Research Institute (KLRI), the Korea Institute of Public Administration (KIPA), and the AI Safety Institute (AISI) under the Electronics and Telecommunications Research Institute (ETRI). It was organized to share research findings and discuss future policy directions and development strategies.

Opening remarks were delivered by Kook-Woon Lee, President of KLRI. Welcome remarks were given by Sangkyu Rhee, President of KISDI; Hyuk-Joo Kwon, President of KIPA; and Myung-Joo Kim, Director of the ETRI AI Safety Institute. Congratulatory remarks were delivered by Han-Joo Lee, Chairperson of the National Research Council for Economics, Humanities and Social Sciences (NRC).

The symposium consisted of two sessions.

Session 1, titled "AI Regulatory Frameworks and Regulatory Rationalization," featured presentations by Soyeon Won, Director of the Regulatory Policy Research Division at KIPA, and Yubong Lee, Director of the AI and Data Law Center at KLRI.

The session examined regulatory frameworks and institutional challenges associated with supporting AI innovation while addressing potential risks. The presentations covered approaches to rationalizing AI regulation through self-regulation and developing risk-based personal data regulations in the era of AI transformation.

Session 2, titled "AI-Driven Future Society and Citizen-Centered Design," featured presentations by Minseok Choi, Director of AI Safety Policy and External Cooperation at the ETRI AI Safety Institute, and Hyun Kyong LEE, Fellow and Head of the AI Social Policy Group at KISDI.

The session addressed social policy issues arising from AI transformation, focusing on AI incident monitoring and response systems and priorities for the ethical design of AI-based cities.

In her presentation, Hyun Kyong LEE emphasized that ethical governance for AI-based cities should begin with people rather than technology. She called for a shift toward a society-centered paradigm, prioritizing governance in public safety and policing, and urgently strengthening AI ethics capabilities among legislators, public officials, and institutional leaders.

Following the presentations, a panel discussion was moderated by Wontae Lee, Chair of the Security Special Committee of the National AI Strategy Committee.

Panelists included Jung Wook MOON, Director of the AI Policy Division at KISDI; Hyungjun Kim, Director of the AI Law and Policy Center at the National Information Society Agency (NIA); Kyungho Song, Senior Researcher at the ETRI AI Safety Institute; Woohyun Shim, Director-General of the Planning and Coordination Division at KIPA; Jaeyeon Yoo, Chair of the Society Subcommittee of the National AI Strategy Committee; Sangjik Lee, Attorney at Bae, Kim & Lee LLC; Hyukwoo Lee, Vice President of the Korean Association for Regulation Studies; and Jungmi Han, Senior Research Fellow at KLRI.

The panelists exchanged views on policy and governance issues related to AI transformation.

Sangkyu Rhee, President of KISDI, emphasized the importance of establishing effective AI governance that ensures broad access to and use of AI while incorporating principles of trust and safety throughout the AI lifecycle. He also noted the need for AI to contribute to addressing social challenges and for the benefits of innovation to extend across society.

President Rhee further stated that the four research institutes would continue communicating and collaborating to help translate policy recommendations presented at the symposium into national policies.

The symposium was held both in person and online, with live streaming provided through the Korea Legislation Research Institute's YouTube channel (https://www.youtube.com/@KLRI_lawforall).
