Abstract
First, reports dealing with topics, issues, and events that imply the possibility of causing hatred were defined as hate-inducing reports. Through content analysis, the actual status of hate-inducing reports was analyzed, and the responses of audiences were empirically analyzed by categorizing the topics and keywords of comments on hate-inducing reports using topic modeling. In addition, hate-inducing reports on specific hate targets were classified before and after the spread of COVID-19, and topics and keywords of hate-inducing reports were compared and analyzed before and after the outbreak of COVID-19. By synthesizing the research results, implications related to regulations policies that can prevent hate-inducing reporting prevention guidelines were suggested. The results of this study can be used as useful policy references for preparing policy response to hate-inducing reports.
