Abstract

In 2025, AI agents are emerging as a transformative technology that will fundamentally reshape the nature and efficiency of organization’s work, processes, and decision-making. An AI agent is a software system that uses AI to pursue goals and complete tasks on behalf of users. They go beyond conventional generative AI services, which are already equipped with human-like knowledge acquisition and communication skills, and general reasoning abilities, by being able to actively make decisions, learn, and adjust. This evolution in AI technology signifies a shift from "answering AI" focused on information generation, to "acting AI" capable of problem-solving and ution. AI agents are expected to unlock high-value markets for AI providers who have struggled to monetize despite explosive user growth. Simultaneously, for businesses that have found it challenging to adopt and utilize AI, these agents promise easier access, practical application, and tangible productivity gains.
To prepare for the era of AI agents, this paper analyzes this trend and discusses the policy implications.
