From the Davos Forum in 2016, discussions about the 4th Industrial Revolution are
becoming active around the world and are becoming a big issue in almost every field
now. And radio spectrum is a basic inevitable element for the 4th industrial revolution.
This is because the proper radio spectrum supply may influence the market formation
and proliferation of the new service. For this reason, governments are trying to create
an optimal promotion policy in their situation. Korea also needs the successful
development of the 4th Industrial Revolution, and it is necessary to grasp and analyze
the trends of overseas countries that are pursuing related policies from time to time. In
addition, the collection of trends for such policies should be included to prepare a radio
propagation basic plan to be established every five years.
Therefore, this study aims to provide alternatives on ① collecting and analyzing policy
trends related to the 4th industrial revolution in Korea and abroad, ② the role analysis
of 5G in the 4th Industrial Revolution and identification of related service trends, ③ The
implications of the promotion policy necessary for the settlement of the 4th industrial
revolution in Korea ④ As a basic research for preparing the basic plan for the
promotion of radio propagation, it is also aimed to identify major radio propagation
policy issues in preparation for the 5G and the fourth industrial revolution.
For these research goals, in Chapter 2, we examine the concept of the Fourth
Industrial Revolution and the role of 5G in the Fourth Industrial Revolution and trends in
related services. In Chapter 3, we look into policy trends related to the fourth industrial
revolution in Korea and abroad and analyzes key drivers. In Chapter 4, we refer to
foreign policy and suggest policy implications for the settlement of the 4th Industrial
Revolution in Korea based on domestic situation. Finally in Chapter 5, we identify major
radio policy issues to prepare a radio propagation basic plan to be established every
five years for the development of the radio industry.
