The purpose of this study is to propose effective policy guidelines for the news partnership evaluation organization that functions as a self-regulatory body in the news services of big tech companies. To achieve this, the study analyzed the news contents regarding the Naver-Kakao News Partnership Evaluation Committee, which is currently suspended, using text mining techniques over different time periods. The analysis showed that the discussion issues related to the committee changed over time. In the preparation phase for the operation of the committee, there were discussions about the background, expectations, and concerns regarding the newly established committee. In the early operation phase, most issues were related to the actual functioning of the committee, evaluation content, evaluation results, and related policies. In the latter operation phase, various problems that emerged within the committee became contentious issues. In the operation suspension phase, the key issues were the committee’s evaluations so far and the call for a re-launch. Meanwhile, the proposals for a policy plan for the news partnership evaluation organization include transparent disclosure of the evaluation process and results through the development and application of evaluation manuals, securing diversity and pluralism of affiliated news contents media, securing the expertise of evaluation committee members, maintaining an autonomous regulatory stance, clearly defining and demarcating legal provisions for portal news services.
