The Korea Information Society Development Institute (KISDI) held ‘Forum on Net Neutrality Policy: Net Neutrality and Internet Traffic Management in Smart Era’ sponsored by the Korea Communications Commission on December 5, 2011 at the Hall of the Korea Federation of Banks.
Dr. Sung-Hyun Na, KISDI, made a presentation on recent development and issues regarding net neutrality and related policies of other countries. He presented basic net neutrality policy direction for Korea and ‘A Guideline for Net Neutrality and Internet Traffic Management (tentative)’. This guideline defines basic principal for net neutrality and Internet traffic management including Internet users’ rights, transparency, non-blocking, non-unreasonable discrimination, and reasonable traffic management, which comprises of 9 sections including clauses on set-up and operation of an advisory organization for the implementation of the guideline.
In a panel discussion session moderated by Chairman of Net Neutrality Forum, Prof. Yong-Gyu Kim (Hanyang University), various ideas on the guideline were exchanged by experts from academia, industry, civic group, and government: Prof. Jae-Chun Park (Inha University), Prof. Nam-Hoon Kwon (Konkuk University), Prof. Chan-Hyun Yun (KAIST), Dr. Jae-Ho Byeon (ETRI), Director Eung-Hwi Jeon (Green Consumer Network), Department Manager Jong-Won Shin (Seoul YMCA), Managing Director Hyo-Sil Kim (KT), General Manager Tae-Chul Jeong (SK Telecom), Director Jong-Ho Han (NHN), Director Byung-Seon Lee (Daum Communications), Senior Managing Director Joon-Ho Park (Samsung Electronics), Prof. Dae-Sik Hong (Sogan University), and Officer Chang-Hui Lee (KCC).
KCC unveiled its plan to announce the final draft of ‘A guideline for net neutrality and Internet traffic management’ within this year after deliberation and continue its consideration for the specific schedule of guideline implementation.
