The Korea Information Society Development Institute (KISDI) held 'Connectivity & Creativity Forum: Smart Ecosystem and ICT Policy System' at conference room of the Korea Federation of Banks on June 18, 2012 to analyze structural changes in  ICT and Korea's conditions, and to discuss a policy system responding to a paradigm shift in ICT. 

The fist speak of discussion session, Executive Director Gae-Iyong Choi of KISDI made a presentation on 'Structural Change in ICT and Korea', saying that connectivity between C-P-N-D is increasing, and we are entering 'C-P-N-D convergence era' in which media and entertainment industries are converging with ICT beyond broadcasting and communications, and estimating that competition and cooperation among players in the ecosystem will lead market changes in smart era. ICT environment, he added, already entered an 'C-P-N-D convergence era' and we, as a result, need to integrate separated ICT policies (e.g. R&D, HR, information protection, and law/system).

Co-Chairman of Connectivity and Creativity Forum, Prof. Jin-Woo Park of Korea University said, under the title of 'Policy Implementation System in Response to Paradigm Shift in ICT', that current fragmented ICT regulations and policy systems on R&D, HR, information protection and legal system should be integrated, and an independent agency should be set up to promote the evolution of C-P-N-D ecosystem. And this agency, he added, should work for information/innovation rather than for communications/broadcasting, and ICT-based national innovation should be also promoted.  

In a panel discussion session moderated by Prof. Yong-Kyu Kim of Hanyang University, various ideas and views on Korea's ICT industries and ICT policy implementation system responding to changing environment were exchanged among panelists: Prof. Hyun-Soo Kim (Kookmin University), Prof. Sang-In Park (Seoul National University), Prof. Jin-Woo Park (Korea University), Prof. Hui-Joon Song (Ewha Womans University), Prof. Chul-Ho Oh (Soongsil University), lawyer Sung-Yeob Lee (Kim & Jang), and Dr. Gae-Iyong Choi (KISDI)

This forum provided a meaningful opportunity to discuss a policy implementation system for ICT development in the era of the Internet-led C-P-N-D convergence.
