The Korea Information Society Development Institute (KISDI) held a kick-off meeting for 'Consultation on Spectrum Re-farming Policy in the Republic of Peru' on June 18, 2012. This study program invited five Peruvian government officials including Technical Advisor Claudio Palomares of MTC (Ministry of Transportation and Communications) from June 17 to 23, 2012. Specific programs were arranged for the Peruvian delegation to study Korea's spectrum management, have interview and seminar with Korean experts, and receive consultation for spectrum re-farming policies.

In the following seminar on 'Korea's Spectrum Policy', Dr. Jae-Hyun Yeo of KISDI made a presentation on Korea's ICT, spectrum regulation and management system, and major policy issues - spectrum auction system, road map for future spectrum supply, and spectrum sharing - which invited a great interest from the delegation.

The Peruvian delegation is scheduled to visit spectrum re-farming-related institutions and have seminars. Study visits to the National Radio Research Agency (RRA) and the Central Radio Management Office are arranged to learn related policy-making, and a visit to KBS Transmitting Station in Nam-San is prepared to study service providers' opinion on spectrum policies. Moreover, in a seminar scheduled to be held at the Korea Communications Agency (KCA), Dr. Sang-Yong Kim of KISDI and Mr. Bong-Kyu Lee of KCA will lead a discussion on 'Spectrum requirements analysis' and 'Spectrum Re-farming: Korea's Case' with delegates from Peru.

This study visit program is to help the Peruvian delegation learn Korea's advanced experience in spectrum management by promoting knowledge & information sharing and continuing exchanges. Furthermore, the program is also expected to create a positive image of Korea in that process.

KISDI has been carrying out consultation projects on broadcasting and communications for developing countries. Peru, this year's partner for consultation project, sought policy consultation on spectrum re-farming, and, in response, KISDI has been providing consultation through consultation group composed of industrial experts. On-site consultation and final workshop are expected to be held, reflecting issues raised during this study visit and policy consultation for spectrum re-farming in Peru will be provided with a systematic approach.
