KISDI Held 2025 Science and Technology and Digital International Development Cooperation Forum

The Korea Information Society Development Institute (KISDI, President Sangkyu Rhee) held the “2025 Science and Technology and Digital International Development Cooperation Forum” on November 26 at The Plaza Hotel under the theme of science and technology and digital ODA for inclusive and sustainable innovation.

The forum was organized amid growing emphasis on inclusive and sustainable development cooperation using science and technology and digital tools in the context of accelerating global digital transformation and the diffusion of AI technologies. Discussions were conducted on key issues in the field.

KISDI has implemented official development assistance (ODA) programs under the Ministry of Science and ICT and has continued discussions with experts in international development cooperation on digital technology-based ODA strategies, performance-oriented policy directions, and approaches to public–private partnership pilot projects. The forum focused on expanding AI- and data-driven science and technology and digital ODA models and on co-design approaches tailored to partner countries.

In the presentation session, Lee Mijeong, Deputy Director at the Ministry of Science and ICT, presented the Ministry’s 2027 ODA implementation plan and reviewed related initiatives. Kim Jihyun, Fellow at the Science and Technology Policy Institute (STEPI), presented on trends and implications in science, technology, and innovation ODA, including analyses of major donor country cases and approaches linking research, policy, and industry. SeongHoon YOO, Associate Fellow at KISDI, presented on trends and implications in digital ODA, addressing major issues in international development cooperation in the AI era and response measures.

In the panel session, moderated by Jaesung Kwak, President of the Korean Association of International Development and Cooperation, panelists including Donggil Oh of KOICA, Jaeshin Park of Kookmin University, and Jung Hae Seo, Visiting Fellow at the Korea Development Institute (KDI), discussed global cooperation and AI, directions for Korea’s science and technology and digital ODA, and approaches to advancing AI ODA.

The forum reviewed key discussions by the international community and the Korean government on science and technology and digital development cooperation and examined directions for future policy.
