KISDI Publishes Report on “Global Trends in AI Governance Discussions and Korea’s Strategy for International AI Cooperation”

Special Issue of KISDI Premium Report: Advancing National AI and Digital Policy Agendas (Special Issue No. 6) -

The Korea Information Society Development Institute (KISDI, President Sangkyu Rhee) recently published “Global Trends in AI Governance Discussions and Korea’s Strategy for International AI Cooperation,” the sixth report in the special edition of KISDI Premium Report: Advancing National AI and Digital Policy Agendas.

As the economic and social impacts of artificial intelligence (AI) expand, discussions on establishing AI governance have intensified across the international community. However, these discussions remain at an early stage, and differences in national positions are becoming more evident amid intensifying global competition for AI leadership.

Against this backdrop, the report notes the need for Korea to strengthen the international standing of its domestic AI ecosystem and actively participate in shaping global AI governance. The report analyzes policy directions in major AI-leading countries, including the United States, the European Union, and China; reviews AI governance discussions and key documents in international organizations; and presents policy directions for Korea’s international AI cooperation strategy and global AI leadership.

The report indicates that amid the current multipolar competitive landscape, Korea has the potential to serve as a bridge in international AI discussions and to propose alternative norms through balanced and inclusive leadership that encompasses both advanced and developing countries. It also notes that demonstrating practical leadership in addressing AI capability gaps between advanced and developing countries could contribute to both Korea’s national objective of becoming a leading AI country and broader global sustainable development.

To respond to potential fragmentation or bloc formation in the global AI ecosystem, the report recommends pursuing a “sovereign AI international cooperation strategy” that integrates Korea’s technological and institutional capabilities with diplomatic efforts. Such an approach could help secure strategic flexibility while reflecting national interests in the formation of global AI governance.

The proposed strategy includes three key directions. First, Korea should strengthen technological leadership within the global AI ecosystem by actively participating in discussions on interoperability across the AI value chain and by positioning domestic technologies and firms strategically in global markets. Second, Korea should demonstrate leadership in AI governance discussions within major international organizations, including the OECD, the G20, and the Global Partnership on AI (GPAI), and play a bridging role across blocs to encourage broader cooperation. Third, Korea should promote an inclusive AI alliance grounded in openness and interoperability to mitigate bloc formation, address widening AI capability gaps, and expand opportunities in overseas markets.
