KISDI Publishes Report on “Strategies and Policy Tasks for Promoting the Audiovisual Media Industry in the AI Transformation Era”

Special Issue of KISDI Premium Report: Advancing National AI and Digital Policy Agendas (Special Issue No. 5) -

The Korea Information Society Development Institute (KISDI, President Sangkyu Rhee) recently published “Strategies and Policy Tasks for Promoting the Audiovisual Media Industry in the AI Transformation Era,” the fifth report in the special edition of KISDI Premium Report: Advancing National AI and Digital Policy Agendas.

The report examines the impact of advances in AI technologies on the audiovisual media industry and analyzes related opportunities and risks for domestic industries. Based on this analysis, it proposes five key policy tasks to secure AI technological sovereignty and foster an ecosystem grounded in innovation and shared growth.

The report finds that recent developments in AI technologies in the audiovisual media sector are likely to serve as a catalyst for significant industry transformation. These developments may enhance production efficiency and expand the scope of creative expression, placing the domestic and global audiovisual media industries at a critical turning point.

It also notes that failure to respond appropriately to the AI transformation could increase dependence on technology ecosystems led by global big tech firms and weaken cultural and economic leadership. The report therefore emphasizes the need to shift policy priorities from supporting the use of AI by domestic media companies to fostering an AI-based media ecosystem for the survival and growth of related domestic industries.

To support the sustainability and advancement of K-media in the AI transformation era, the report presents five key policy tasks: establishing a strategy to secure core AI technologies for audiovisual media based on selective and focused investment; developing data use and compensation frameworks to enable efficient AI training while protecting creators’ rights; strengthening AI ethics and trust in the audiovisual sector to address risks such as deepfakes; supporting small and medium-sized media enterprises to reduce gaps in AI adoption and utilization; and building workforce development systems through reskilling programs and training for AI-native creators.

Junseok KANG (Director) stated that strategic choices and responses in the coming years will be critical for the future of K-media and content industries. He added that policymakers and industry stakeholders should adopt forward-looking strategies that anticipate market and technological changes rather than focusing narrowly on current technology gaps with global firms.
