Digital Platform Policy Forum: Strategic Priorities for Strengthening the Competitiveness of the Platform Industry

The Korea Information Society Development Institute (KISDI), together with the Ministry of Science and ICT (MSIT), held a forum on strategic priorities for strengthening the competitiveness of the platform industry on September 22 at 2:00 p.m. The event took place in the auditorium on the 10th floor of Post Tower in Myeongdong, Seoul.

The forum was co-hosted by MSIT, the Digital Platform Policy Forum chaired by Professor Wonwoo Lee of Seoul National University, the Korea Internet Corporations Association, and the Korea Information and Communications Law Association. It was organized to examine changes in the platform environment resulting from advances in artificial intelligence (AI) and discuss future directions for Korea's digital platform policy.

The first presentation, titled "The Value of Platforms and Policy Directions in the AI Era," was delivered by Kyungseon Lee, a researcher at KISDI.

Lee explained that competition in AI is expanding beyond securing AI models to their practical application and the creation of value. In this context, platforms can connect AI technologies with actual demand and create new market value. She also examined how platforms may facilitate a cycle of increased AI adoption, data accumulation and model improvement, reinvestment in infrastructure, and service innovation.

Lee noted that the competitive advantages of global big technology companies are becoming more pronounced. She suggested that supporting the growth and competitiveness of domestic platforms should become a central objective of platform policy. She also proposed a flexible regulatory framework centered on self-regulation and stronger policy governance from industrial development and innovation perspectives.

The second presentation, titled "Current Regulatory Issues and Improvement Measures for the Platform Industry," was delivered by Professor Jiwon Seon of Hanyang University.

Professor Seon discussed the need for a shift in the regulatory approach to platforms. He suggested that platform regulation should focus on ensuring user choice rather than directly restricting business conduct. He also pointed to the limitations of top-down regulation given the substantial information asymmetry between platform operators and regulators.

As an alternative, he proposed strengthening community-based governance with active participation from members of the platform ecosystem.

Following the presentations, a panel discussion was moderated by Sungyup Lee, President of the Korea Information and Communications Law Association. Representatives from academia, the legal sector, industry, and government exchanged views on strengthening the international competitiveness of domestic platforms and developing a sustainable platform ecosystem.

MSIT outlined its plans to consider the policy proposals discussed at the forum in future policymaking and to support the competitiveness of domestic platforms in global markets.

Jemyung Ryu, Second Vice Minister of Science and ICT, noted that advances in AI are bringing significant changes to the platform industry. He emphasized the importance of balancing innovation and social responsibility in platform policy.

Ryu explained that MSIT had examined various policy options through expert consultations and worked with platform companies to develop principles of self-regulation. He also stated that the ministry would continue communicating with stakeholders and pursuing policies that address both platform innovation and fairness in the market.
