The Korea Information Society Development Institute (KISDI) invited Professor Christopher S. Yoo at the University of Pennsylvania Law School and held a special lecture on the theme of Network Neutrality: Current U.S. Developments and Technological Critique on July 21 (Tue) at KISDI main conference room.
Professor Yoo is a leading legal scholar in the United States in the areas of fair competition, communications, media, and technology regulation. He is also one of vocal the skeptics against net neutrality regulations considered per se illegal: net neutrality has been emerging as a hot issue in the telecommunications market over the past several years.
Professor Yoo talked about current net neutrality policies around the world including 'Open Internet Order' in U.S. and internet traffic management development process.
He claimed that per se illegal net neutrality regulations in some countries, i.e. ISP requirement on traffic management and regulations on illegal activities, can not reflect the technological evolution of the Internet. He also mentioned the needs of traffic and congestion management from a technical perspective.
Many KISDI researchers attended this lecture, showing a great interest and there were vibrant and in-depth discussions between the lecturer and discussion panel (Research fellow Dr. Sunghyun Na and Jong hwa Lee from Telecommunications Policy Research Division). Active discussions on net neutrality at this special lecture are expected to greatly contribute to research and policy-making of net neutrality in Korea.
