The Korea Information Society Development Institute (KISDI) invited Professor Christopher S. Yoo at the University of Pennsylvania Law School and held a special lecture on the theme of 'Network Neutrality: Economic, Technological, and Legal Considerations' on August 1st (Mon) at KISDI conference room.

Professor Yoo is a leading legal scholar in the United States in the areas of fair competition, communications, media, and technology regulation. He is also one of the vocal skeptics against net neutrality regulations considered per se illegal: net neutrality has been emerging as a hot issue in the telecommunications market over the past several years.

Prof. Yoo explained a changing Internet environment in terms of user, service, technology and pricing strategy and introduced various network technology solutions, which are designed to meet the different QoS needs of Internet services. He described, in particular, the network topology in the United States in which diverse contracts are made between ISP and ISP, ISP and CP or ISP and user. He added that the relationships in the contracts naturally drive network management, reducing the need of intervention with network neutrality regulations.

Researchers from Telecommunications Policy Research Division and those involved in net neutrality researches at KISDI attended this lecture, which was held after the first network neutrality special lecture on July 21. The in-depth discussions at this lecture on the current status of Internet network and network neutrality in U.S. and Korea are expected to greatly contribute to the research and policy-making of net neutrality in Korea.
