The Korea Information Society Development Institute (KISDI) held '2012 Symposium on National Informatization Advancement' at conference hall of KCCI on May 4, 2012, discussing strategies and direction for advancing informatization in the public sector.
This 7th annal symposium, since 2006, was held to publicize the 3rd year results of 'Research on National Informatization Advancement with Practical Use of IT', KISDI's long-term joint research project, and to exchange ideas on policy-planning and implementation of 'Research on Informatization Strategies for Human-Centered, Communication-driven Society', which will be complete by 2014.
Vice Minister of Ministry of Public Administration and Security, Pil-Eon Seo attended this symposium and said in his congratulatory remarks that "We need to pro-actively embrace changes in technological environment including IT convergence technologies, review the policy direction for national informatization, and improve fundamentals of Korean society thereby, laying down a long-term strategy to promote future growth and development." He also emphasized "This effort should lead to resolving social issues such as improving the quality of life, creating jobs, and narrowing the income gap, and to create new values."
In the 1st session of this symposium titled 'Human-centered National informatization', Prof. Sang-Wook Kim of Chungbuk University made a presentation on information system management as a service not a technology. He, based on case analysis of e-Government system, suggested information service management system providing feedback on users' responses and talked about how to use the system among government agencies.
CEO of Solideo Systems Suk-Hui Kim talked about the needs of establishing public-private collaboration system, and provided an analysis of current collaboration system and its future direction.
Prof. Jong-In Lim of Korea University provided a definition of 'Digital Disaster', a broader concept beyond 'Cyber Risk', and its cases, and management system to effectively respond to it.
In the second session 'Major Issues and Policy Direction in (Technological and Governmental) Informatization Transitional Period' moderated by President Gung-Geun Nam of Seoul National University of Science & Technology, panel discussion was made by Dr. Kuk-Hwan Jeong of KISDI, Prof. Sung-Hui Kim of KAIST, Officer Im-Cheol Ryu of MOPAS, Prof. Jong-In Lim of Korea University, Prof. Sung-Don Hwang of Hankuk University of Foreign Studies, President Jong-Seong Hwang of Seoul City Government Information Office and other policy experts.
Dr. Kuk-Hwan Jeong said: ▲ Information policy focus is shifting from process to data ▲ The center of information policy is moving from information-sharing to information protection ▲ Informatization aims increasing effectiveness beyond efficiency ▲ Paradigm shift is occurring from mechanical rationality to cover communicative rationality in Information society, which is one of major issues in informatization during technological and administrative transition period
In-depth discussion was made among experts and scholars over the progress and prospect of Korea's national informatization project. This symposium is expected to serve as an opportunity to present a new vision and direction for informatization for national development beyond simply revising current strategies.
