The Forum on the Roadmap for Better Telecommunications Rate Regulation hosted by the Ministry of Science, ICT and Future Planning and organized by the Korea Information Society Development Institute (KISDI) was held on 12 June, 2014 at the main conference room of KISDI. The aim of the forum was to provide a venue for scholars, industry experts and stakeholders to share their thoughts on the direction for improving the current telecommunications rate regulation.
Byun Jeong-Wook, Director of the Telecommunications and Spectrum Research Division at KISDI presented a draft roadmap for better telecommunications rate regulation and explained the current status of the telecom market and the trends of mobile service fee regulation in major economies.
In his five-part presentation, Director Byun presented and discussed the background and progress of developing the roadmap; the details of the current telecom rate regulation; cases of telecom rate regulations in foreign countries; a checklist for improving the current approval system for mobile service fees; and five alternatives to reform the existing government regulation of telecom rates.
The following panel discussion was participated by scholars and experts from the academia, consumer advocacy groups, and telecom service companies including Prof. Lee Nae-Chan of Hansung University, Prof. Cho Dong-Geun of Myongji University, Prof. Kang Byung-Min of Kyung Hee University, Jeong Ji-Yeon, secretary-general of Consumers Union of Korea, Shin Jong-Won, executive director of Seoul YMCA, Ha Sung-Ho, managing director of SKT, Kim Chung-Sung, managing director of KT, Kang Hak-Joo, managing director of LGU+, Kim Hong-Cheol, chairman of KMVNO, and Ryu Je-Myung, director of the Telecommunications Service Policy Division at the Ministry of Science, ICT and Future Planning.
