The Korea Information Society Development Institute (KISDI) held the “Open Seminar on the Changing Landscape of Personal Data Protection Issues and Strategies for Establishing International Norms” on September 23 at the Korea Press Center.
This seminar provided a venue to seek ways to improve Korea’s laws and regulations on personal data protection in this ever-changing and globalized broadcasting and telecommunications environment as well as develop strategies to actively engage in setting the global standards by leading cooperation among countries.
Shim Woo-min, Legislative Researcher at the National Assembly Research Service, opened the seminar with his presentation on a paradigm shift in personal data protection and necessary responses, which explores changes in the principles and provisions of personal data protection rules as a result of ICT and media development, and highlights the background and reasons for a paradigm shift in personal data protection.
In the following presentation titled “Roles and Responsibilities of Korea in the Establishment of International Norms Concerning Personal Information”, Mr. Kim Kyung-hwan, Representative Lawyer of Law Firm Minwho, argued the need for universal and reasonable international norms that can be applied to the global ICT environment, and discussed the roles Korea should play in developing such norms at the government, corporate and individual levels as well as values that should be included in the international norms.
During the panel discussion, with Dr. Lee Won-tae of KISDI as the moderator, Eom Yeol, Director of the Privacy Protection and Ethics Division at the Korea Communications Commission, Choi Sung-jin, Executive Secretary at the Korea Internet Corporations Association, Lee Sang-eun, Head of Legal at Google Korea, Lee Snag-jik, Attorney at Bae, Kim & Lee LLC, Prof. Hwang Yong-suk of Konkuk University, and Prof. Hwang Chang-geun of Hongik University shared their views on personal data protection issues.
