KISDI held a conference titled "Fourth Industrial Revolution and ICT" at L Tower in Yangjae-dong on June 30, 2017.
The conference was the venue for building policy consensus on the "Role and Main Tasks of ICT" that KISDI had been preparing for the Fourth Industrial Revolution; the policy direction for the new administration was also discussed by gathering the opinions of experts in various fields. It was organized into four sessions under the titles of ① Fourth Industrial Revolution and Role of ICT, ② Advancement of the ICT Industry and Promotion of Convergence, ③ Advancement of Broadcasting and Communication Services, and ④ Improvement of Social Acceptance.
In session 1, Choi Gye-lyong, Senior Researcher at KISDI, gave a speech titled "Fourth Industrial Revolution and Role of ICT." He forecast the evolution of intelligent information technology, which was the key to ICT revolution, and presented the direction for government policy to cope with it. This was followed by the panel session moderated by Prof. Chang Seok-kweon of Hanyang University. Chang Seok-young, General Director of MSIP, Prof. Lee Weon-woo of SNU, Prof. Kim Seong Cheol of Korea University, Kim Hyeong-chan, Executive Director at SKT, and Lee Gyeong-il, CEO of Saltlux, discussed the role of ICT and the direction and strategy of the national ICT policy to prepare for the Fourth Industrial Revolution.
In session 2, Park Yu-ri, Manager of the Internet Convergent Policy Group at KISDI, gave a speech titled "Current status and challenges of convergence that breaks down boundaries." She explained the breakdown of boundaries among countries, industries, and enterprises by ICT-based convergence in three areas of ? O2O that breaks down the boundary between online and offline, ? VR/AR that breaks down the boundary between reality and virtual reality, and ? smart car that breaks down the boundary between the manufacturing industry and the service industry. Her speech highlighted the importance of building an environment that can introduce innovative convergence services freely.
Cho Yu-ri, Manager of the ICT Industrial Policy Group at KISDI, gave a speech titled "Current Status of the Global Venture Ecosystem to lead the Fourth Industrial Revolution and Policy Tasks." She highlighted the recent state of the global venture ecosystem with regard to the Fourth Industrial Revolution and suggested policy implications for the domestic venture ecosystem.
Cheong Yong-chan, Manager of the Media Statistical Analysis Group at KISDI, gave a speech titled "Strategy for the Promotion of Data Economy in the Fourth Industrial Revolution." He derived the implications by investigating the policy trends to promote the ecosystem of the data industry in leading countries and presented the strategic direction for reconciling personal information security and data economy promotion.
In the panel session moderated by Kim Jeong-eon, Director of ICT Strategy Research at KISDI, experts such as Hong Jin-Bae, Director at MSIP, Choi Yun-jeong, Director at KCC, Prof. Kweon Heon-young of Korea University, Prof. Moon Seong-bae of Kookmin University, and Prof. Lee Dae-ho of Sungkyunkwan University shared their opinions on the advancement of the ICT industry and promotion of convergence.
In session 3, Kim Deug-weon, Research Director at KISDI, gave a speech titled "5G, the Key Infrastructure of the Fourth Industrial Revolution." He identified the essential elements of the next-generation network required in the Fourth Industrial Revolution and presented the efficient network building and operation using the technical features of 5G and the policy direction for the establishment and dissemination of the ecosystem.
Kim Chang-wan, Research Director at KISDI, gave a speech titled "Network Neutrality Issue in the Era of the Fourth Industrial Revolution." He forecast the impact of the Fourth Industrial Revolution on CPND (contents, platform, network, and device) and raised new issues of network neutrality in the long-term aspect.
Kwak Dong-gyun, Research Director at KISDI, gave a speech titled "Challenges for the Promotion of the OTT Contents Industry." He presented four policy tasks of protecting the OTT contents service with high industrial contribution, seeking global-level cooperation and multilateral discussion table, supplementing the statistical collection system, which is currently weaker than broadcasting, and improving the utilization potential of personal information to promote the OTT contents service in the era of the Fourth Industrial Revolution.
In the panel session moderated by Yeo Jae-hyeon, Director of Telecommunications & Spectrum Research at KIDSI, Kim Gyeong-woo, Director at MSIP, Kwak Jin-hee, Director at KCC, Prof. Kim Seon-hwan of Aju University, Prof. Park Min-su of Sungkyunkwan University, and Prof. Lee Sang-weon of Kyunghee University discussed the measures to upgrade the broadcasting and communication services in the era of the Fourth Industrial Revolution in depth.
In session 4, Jeong Hyeok, Deputy Research Director at KISDI, gave a speech titled "Fourth Industrial Revolution and Change of Jobs." He analyzed the impact of technology advancement symbolized by the Fourth Industrial Revolution on jobs and emphasized the need for social response to create high-quality jobs" in the upcoming era of the Fourth Industrial Revolution.
Jo Seong-eun, Deputy Research Director at KISDI, gave a speech titled "The Sociocultural Conditions and Countermeasures of the Fourth Industrial Revolution." He reviewed the positive and negative effects of technology advancement on society and presented the direction for the social consensus on education and income distribution to build a desirable future society.
Lee Weon-tae, Research Director at KISDI, gave a speech titled "Fourth Industrial Revolution and Reformation of the Intelligence Information Society Standard." He analyzed the change of standard environment caused by the Fourth Industrial Revolution and presented various policy tasks needed to reform the standard of the intelligent information society.
In the panel session moderated by Goh Sang-weon, Director of International Cooperation Research at KISDI, Kweon Yong-hyeon, Director at MSIP, Prof. Bae Young of Soonsil University, Shim Woo-min, Legislative Officer at the National Assembly Research Service, and Huh Jae-jun, Senior Research Director at the Korea Labor Institute, discussed the vision of future society to increase social acceptance of the Fourth Industrial Revolution and national-level strategic countermeasures.
