KISDI Holds Session for Final Report on 'Civilian Autonomous Platform Organization Data-AI, Innovation Sharing-Governance Subcommittees’

The final report session of the Civilian Autonomous Platform Organization Data-AI, Innovation Sharing-Governance Subcommittees was held under the auspices of the Ministry of Science and ICT and the Korea Information Society Development Institute. The reporting session was organized to share the results of the subcommittees’ operations in 2024 and discuss future improvement directions.
The Data-AI and Innovation Sharing-Governance Subcommittees are composed of various platform companies such as Naver, Kakao, Coupang, Woowahan Brothers, Danggeun Market, Gmarket, Yanolza, Google, Meta, Musinsa, Healing Paper, Law & Company, Zigbang, and Korea Credit Data.
The Data-AI Subcommittee (Chair: Professor Seong-yeob Lee, Korea University; Secretary: Senior Researcher Park Yu-ri, KISDI) checked implementation of the self-regulatory principles for enhancing transparency of search and recommendation services announced in May 2023. The result of the implementation check led by the expert members of the subcommittee showed that the nine companies participating in the self-regulatory principles were faithfully implementing the main elements of the principles, such as disclosing the criteria for determining the order of search exposure and recommendation (disclosure, scope, updating changes, disclosure method), and promoting the rights and interests of users (explanation about individual users and business users, and enhancement of credibility). However, there are areas for improvement through additional efforts because it was found that there are differences in the level of explanation of the search order and recommendation decision criteria by providers, and accessibility to this information varies by each provider. 
The Innovation Sharing-Governance Subcommittee (Chair: Professor Ryu Min-ho, Dong-A University; Secretary: Kim Sung-ok, research fellow, KISDI) established the Platform Governance Principles (draft). The governance of platform companies is important in that it strengthens the ability of companies to internalize the standards of self-regulation, is the starting point for establishing a structure that enables platform self-regulation to be effective, and is a system that contains the direction of growth.
In this regard, the principles include four grand principles of technology and service integrity, participant openness, ecosystem innovation, and sustainability, and nine sub-principles to implement them. The principles aim to improve internal governance structures to create a level playing field, foster innovation through transparent communication with stakeholders, and engineer sustainable growth for the platform and its stakeholders.
In the final reporting session, each subcommittee’s report was enriched by the accompaniment of presentations of cases of self-regulation practices by leading platform companies. The final reporting session turned out to be an important milestone in the sustainable development of Korea's platform industry and enhancing the credibility of platform companies by confirming the effectiveness of platform self-regulation and discussing ways to improve self-regulation in the future.
