Takes a leap forward to build an ethical AI development ecosystem, MSIT-KISDI releases 'AI Ethics Education Content' for industry practitioners

The Ministry of Science and ICT ('MSIT', Minister Yoo Sang-im) and the Korea Information Society Development Institute ('KISDI', President Sangkyu Rhee) have developed and released artificial intelligence ethics education content for practitioners in the artificial intelligence industry. The content was created in the form of web publishing and released through the Gitbook platform to spread the key values of the Artificial Intelligence (AI) Ethical Standards (December 2020) and strengthen the AI ethics capabilities of developers and practitioners.
The AI Ethics Education Content was designed according to the AI life cycle to make it accessible to practitioners like developers, planners, and prospective developers with one to three years of experience in the AI industry.
Beyond supporting practitioners' compliance and minimizing legal risks, the educational content aims to realize “AI Ethics by Design” through an overall consideration of environmental factors and culture in the industry and spread awareness of AI ethics. In particular, it was designed to provide a comprehensive understanding of the social impact of technology, including the scope of behaviors of users who utilize AI products and services.
The content was developed by MSIT and KISDI in accordance with the long-term plan of the policy to spread AI ethics awareness as part of the national AI ethics and reliability enhancement plan. It follows the AI ethics education textbooks for elementary, middle, and high schools (2022) and AI ethics textbooks for general users (2023) that had been developed to build a systematic AI ethics education ecosystem.
In order to develop the educational content for practitioners, KISDI conducted a survey of 30 experts, including corporate practitioners in the fields of video learning, development of virtual humans, chatbot services, natural language processing, and AI data learning. It also held seminars and meetings with instructors who have experience in teaching AI ethics at domestic universities to hear about challenges and needs in the educational field.
KISDI researchers collaborated with Professor Kim Hyun-chul (Department of Computer Science, Korea University), Professor Shin Eun-kyung (Department of Sociology, Korea University), developer Kim Kyung-hoon (LG AI Research Center), and legal advisor U.S. attorney Hong Jung-soon (Adjunct Professor, Sungkyunkwan University). The contents of the education content were categorized by the life cycle of AI systems: ▲ planning and design, ▲ data collection and processing, ▲ development and evaluation, ▲ deployment and monitoring. It was designed to enable learners to selectively learn the necessary parts according to their individual interests and levels.
The ethics education content, which aimed to move beyond simple theoretical education and provide practical knowledge and skills that can be applied in actual development sites, was created in a way to connect abstract concepts with real-life cases and allow developers to experience solving problems through hands-on practice. The content is particularly unique in that it explains current AI-related litigation cases in easy-to-understand language to help practitioners understand them, and provides coding workbook exercises to help developers learn how to materialize ethical principles.
In addition, the education content listed dilemmas that developers and planners face in the AI industry at each stage of the development process to help practitioners understand the environmental context in which they are placed: ▲ technical dilemmas, ▲ dilemmas originating from the external environment, ▲ dilemmas originating from the development culture, ▲ dilemmas arising from interactions with stakeholders, and ▲ unintentional ethical dilemmas.
As social demands for Responsible AI, Ethical AI, and Safe AI are increasing in line with the use of AI technology across sectors, this education content is expected to increase the convenience of developers as it introduces AI ethics-related guidelines of major countries and international organizations, as well as AI ethics education content provided by technology companies and educational platforms.
This educational content was released on the Gitbook platform on March 31, 2025 (kisdi.gitbook.io/aiethics) and is also available on the AI Ethics Communication Channel. (ai.kisdi.re.kr/aieth/main/main.do). In line with the purpose of its development, the educational content will also be provided on websites such as the Korea Institute of Human Resources Development in Science and Technology and Alpha Campus for Science and Technology Personnel.
